I don't think you'd want to commandeer a slayer. It'd generally be much easier to co-opt one. Given the short life span, I'd think an offer to supply comfort would be more effective than a threat to take something away.
As to supplying a watcher. Perhaps. That wouldn't be my inclination. I'd rather just try to work with honey and a well placed patriotic appeal - which is probably a better than 50-50 shot if you are dealing with someone open to the idea of Duty anyhow.
Do you think if the government sent Riley to find Buffy after S7 and said "I know you mostly focus on supernatural monsters, but we really need you to get Osama Bin Laden" she wouldn't at least be tempted to help in some capacity?
