The majority (who take part in the voting system) is just that, the majority not the whole. Moreover educational and health systems have enormous inertia, the National Health system in Britain was set up immediately after the second world war in a brief window of opportunity when enough people were willing to risk wholesale changes to the old system and a potentially workable new system was on offer. It’s hard to imagine similar circumstance allowing such a system to be put through past all the vested interests in the current US system.
