In Leninsim, following a Party led revolution to overthrow capitalism, the dictatorship of the proletariat was to be achieved through a hierarchical democratic structure in which workers elect a local soviet, local soviets elect a county soviet, county soviets elect a provincial soviet and so on up to national level. How any of this maps on to Buffy’s vampire slaying activities is quite unclear to me. Far from having seized power on behalf of anyone she has none in the human world, it’s the demon population that fears her. The way she and the scoobies work seems to resemble the way most resistance or revolutionary movements operate ie involving a relatively small proportion of the population partly through fear of jeopardising the movement by informing the wrong people and partly because many people may be willing to give passive assistance but have too much to lose to get more directly involved. Moreover if everyone is busy fighting demons who is going to keep the schools and hospitals running?

Yes, but in the situation described society is not a whole, it’s a loose association of groups with different and competing class/cultural interests. The majority (who take part in the voting system) is just that, the majority not the whole. Moreover educational and health systems have enormous inertia, the National Health system in Britain was set up immediately after the second world war in a brief window of opportunity when enough people were willing to risk wholesale changes to the old system and a potentially workable new system was on offer. It’s hard to imagine similar circumstance allowing such a system to be put through past all the vested interests in the current US system.
