Society's institutions - far from being behemoths imposed on people, tend to be very reflective of the traits of the people who make up those societies. If institutions are uniformly bad, then what are you saying about humanity in general? Is this a world where heroism is really more a matter of personal pride than a public service. "It's great because I save people" as opposed to "it's great because people deserve to be safe"...
