Teams have limited numbers of scholarships, but they can carry a large number of players on the roster. So they'll hold open competition for people to fill out the roster. Those who walk on, get to be on the roster but don't get athletic scholarships.

Most walk-ons never make the first team. Usually, they're just there for the regulars to go against in practice. They might get a chance to play at the very end of early season blow-outs.

On rare occaisions, a walk-on will earn a scholarship later on. A lot of times, it's a case where a guy got recruited by other schools but went to a place he really wanted to be even though they didn't have a scholarship to give him at the time.
